Philip L. Rogers | CEO, President and Director
Philip Rogers is a co-founder of Catch the Wind Ltd. Mr. Rogers began his career as an aerospace engineer at Lockheed Martin (Advanced Development Projects, Skunk Works) in Aerodynamics and Flight Controls and was then promoted to Special Projects Director. In 1990, together with his wife Alisa Kramer Rogers, Mr. Rogers co-founded Optical Air Data Systems, a recognized world leader in fiber optic laser and remote sensing technology. Mr. Rogers holds a Master of Science in Aerospace Engineering and a Bachelor of Science in Engineering Physics from Cornell University, New York, and a degree in aerospace engineering from the California Institute of Technology, Pasadena, California. Mr. Rogers is a recipient the Robert Gross Award for Technical Excellence/Engineer of the Year, as well as the Inventor of the Year award.
Robin A. Roge | Acting Chief Financial Officer
Robin Roge is serving as the Acting Chief Financial Officer and brings more than 25 years of accounting and financial reporting experience to the Company. Since 2009, she has served as the Company’s Director of Accounting and has performed the Controller function. In such capacity, she has been responsible for the day-to-day financial operations of the Company as well as closing the books and preparing quarterly financial statements. Prior to joining the Company, she was a Senior Associate at Goodman & Company, LLP where she supervised the day-to-day operations of the Client Services Department. Prior to this, she served as a consultant to and was employed by several Northern Virginia businesses, for which she provided accounting and tax services, including Government Micro Resources, Inc., the largest of these, where she served as the Accounting Manager/Controller. While at Government Micro Resources, she supervised a staff of 10 and was responsible for the day-to-day operations of the accounting department and preparation of monthly financial statements. Ms. Roge is a Certified Public Accountant and holds a Bachelors of Science Degree in Accounting from George Mason University.
William Fetzer | Vice President, Business Development
William Fetzer has been conducting business development activities for Optical Air Data Systems (OADS) since 2006 and is responsible for introducing Rockwell Collins, the licensee of the LandSafe aircraft survivability system, to OADS. Mr. Fetzer is also the founder and President of Fetzer Enterprises, Inc. Prior to starting his own consulting firm, Mr. Fetzer retired from the United States Navy as a Captain, following a career that included operational command and a major program management command in the Naval Air Systems Command. Mr. Fetzer holds Masters of Science degrees in both Aeronautical Engineering and Systems Management and is a graduate of the United States Naval Academy.
Claudia M. Jaques | Vice President and General Counsel
Ms. Jaques joined the Company in 2008 with more than 13 years of corporate securities experience. Prior to joining the Company, Ms. Jaques was Associate General Counsel, Corporate Securities at the Federal Home Loan Mortgage Corporation (“Freddie Mac”) in McLean, Virginia, where she provided securities support on a number of corporate activities. Prior to that, she was Senior Associate, Corporate & Securities, at Wilson Sonsini Goodrich & Rosati, P.C. in Reston, Virginia. In this position, Ms. Jaques was the lead attorney for a portfolio of firm clients, representing high-technology clients on a broad range of corporate and transactional matters. Prior to that, she was Associate, Corporate and Securities at Hogan Lovells (f/k/a Hogan & Hartson L.L.P.) in Washington, D.C. and McLean, Virginia. She holds a Juris Doctor from the University of Virginia School of Law, a Masters of Arts in International Economics and International Relations from the Johns Hopkins University, and a Bachelor of Arts in Economics from the University of Michigan. Ms. Jaques is admitted to practice in Virginia and the District of Columbia. She is also a member of the American Bar Association and the Virginia Bar Association.
Frederick C. Belen, Jr. | Senior Technical Advisor
As a retired federal government Senior Executive with 34 years of combined civilian and military experience developing and procuring complex systems, Mr. Belen brings broad management and technical expertise to Catch the Wind Ltd. During his federal career, Mr. Belen held positions, ever-increasing in responsibility, from the research laboratory to the Office of the Secretary of the Navy and the Office of Naval Research managing programs in shipbuilding, communications & electronics, sensors, weapons systems and vehicles. Since his retirement as the Director of Science and Technology for the United States Marine Corps in early 2003, Mr. Belen has managed his own consulting company focusing on the advancement of a wide range of critical new technologies in industry and government. Mr. Belen holds a BS and MS in Mechanical Engineering from VA Tech, was licensed in 1978 as a Professional Engineer in the Commonwealth of Virginia, and has completed post-graduate work at MIT, University of Virginia, the Defense Systems Management College, the Federal Executive Institute, the George Washington University, and as a Senior Executive Fellow at Harvard University. Mr. Belen has been a senior advisor to Optical Air Data Systems, the company from which Catch the Wind, Inc. spun off, since early 2006. Married with three grown children, Mr. Belen lives in Oak Hill, VA.
